Ms. Ramona Bivins

Ms. Ramona Bivins has over twenty-five years of experience in the areas of governmental accounting, budgeting and finance.  After almost ten years in county government, Ramona recently returned to her former employer, Clayton County Public Schools to serve as Chief Financial Officer (CFO), where she manages an estimated $1.2 billion budget. In her role as CFO, she is responsible for the Division of Business Services. 

Prior to returning to Clayton County, she spent a combined ten years as CFO for both Clayton and Douglas Counties.  Ramona has also served in the leadership capacity at one of the largest school districts in Georgia, as Director of Budget for the Atlanta Public Schools System, managing budgets nearing three quarters of a billion dollars. Additionally, she has held management positions while employed with the State of Georgia as well as school districts in Texas and Tennessee.  

She earned a Bachelor’s degree in Business Management from LeTourneau University in Longview, Texas and a Master of Business Administration with a concentration in Public Administration from Keller Graduate School of Management in Atlanta, Ga., and is currently pursuing a EdD in Leadership and Learning in Organizations at Vanderbilt University.  She has completed the Local Government Level I Certification Program and Local Government Accounting Series Certification through the Carl Vinson Institute of Government at the University of Georgia and is a graduate of the first cohort of their Public Finance Leaders Academy.  She is also a graduate of Leadership Clayton Class of 2014.

Ms. Bivins is a member of Georgia Public Pension Trustees (GAPPT), currently serving as Vice President of the Board of Directors, Government Finance Officers Association where she serves as a mentor to other female finance officers, the Georgia Government Finance Officers Association where she serves as Chair of the Professional Development Committee, the Association of Government Accountants and Women of Clayton County serving as President. She previously served as a member of the Governing Council of UNIDOS Dual Language Charter School in Forest Park, GA, and Southern Regional Health System Board of Directors in Riverdale, GA.
